President

J. Timothy Kernan, P.E., P.P., C.M.E.

J. Timothy Kernan is a licensed professional engineer in the States of New Jersey and Pennsylvania and a licensed professional planner and a certified municipal engineer in the State of New Jersey.  Mr. Kernan holds a B.S. in Civil Engineering from Princeton University and has twenty years experience.  He is the President of J. Timothy Kernan, Inc., incorporated in 1994, a firm specializing in civil engineering, environmental services and land surveying for private and public clients.

Kernan Consulting Engineers currently serves as Engineer, Planner and/or conflict Engineer in either a Municipal or Planning/Zoning Board capacity for Franklin, Mantua, Monroe, Newfield, Pitman, Woodbury and Woodbury Heights in Gloucester County. A noteworthy private association is our long-term relationship developed with Virtua Health Systems. Projects were completed on the campuses of Marlton, Berlin, Voorhees, and Camden.

As a planner he has prepared several master plans and master plan elements including Monroe Township (2001), Borough of Barrington (2002), Monroe (2004) and Mantua (2004).  Other noteworthy accomplishments include open space studies for Voorhees Township, Mantua Township and Monroe Township.  Mr. Kernan currently has a contract with the Gloucester County Department of Economic Development for Architectural and/or Engineering for the Owner Occupied Housing Rehabilitation program.  Mr. Kernan is a member of several professional affiliations such as the American Society of Civil Engineers, Builders League of South Jersey, Gloucester County Construction Board of Appeals and the New Jersey Society of Municipal Engineers, where he serves as Treasurer.  He is also actively involved with the Greater Woodbury Chamber of Commerce and Woodbury
Breakfast Rotary Club.

Executive VP

Dennis Dougherty

Dennis Dougherty holds a B.S. in Architecture from Drexel University with 35 years of experience in land planning and land development.  He is currently an Executive Vice President with Kernan Consulting Engineers responsible for project coordination and the design, permitting, bidding and construction observation/management of various land development projects for private and public clients.  Dennis has a sort of experience that allows clients of Kernan Engineers to maximize their development budgets. He also provides clients a level of comfort and knowledge proven by having individual relationship that assist the process of taking projects from ideas to reality. Noteworthy recent project design highlights include Mercedes-Benz of Cherry Hill, NJ; Virtua Health System, Voorhees Campus, Marlton Campus and Berlin Campus; Foursome Associates Hotel and Restaurant, Voorhees, NJ; Elite commercial development, Paulsboro, NJ; Diocese of Camden Cemetery Master Plan, Gate of Heaven Cemetery, Resurrection Cemetery and Sacred Heart Cemetery.  Dennis is affiliated with the National Multiple Sclerosis Society Advisors Committee, Greater Delaware Valley Chapter, MS 150 Bike Tour and a Trustee of Orchard Friends School, Moorestown, NJ.

Land Development VP

Paul D. Cray, P.E., P.P., C.M.E.


Mr. Cray is responsible for the firm’s land development design, permit acquisition and overall project management for a wide variety of clients.  His approach to projects is reflective of our client’s specific needs.  By leveraging the firm’s experience and resources, he assists our client’s from a project’s due diligence/site feasibility phase through construction.  He strives to consistently provide cost effective solutions, and when applicable, anticipate and solve problems that may influence the success of our client’s projects and overall business plan.  He understands the complex nature of current environmental and engineering regulations and brings the necessary amount of expertise and innovation to successfully navigate projects through to completion.

Dir. of Special Projects

Pamela Pellegrini, P.E., P.P., C.M.E.


Pam Pellegrini is the Director of Special Projects with a B.S. in Civil Engineering from Rutgers University and has 24 years experience.  She is a licensed Professional Engineer, Professional Planner and a Certified Municipal Engineer in the State of New Jersey.  She is responsible for project engineering design and management and reviews various municipal plans for several municipalities.  Work history highlights include Oak Grove Road Culvert in Woolwich Township, several subdivision plans for Elite Construction and working with RJP Homes in Salem County.  She is currently designing a streetscape project to upgrade approximately 22 miles of an existing downtown district which includes coordination with State funding sources.
