J. Timothy Kernan is a licensed Professional Engineer in the States of New Jersey and Pennsylvania and licensed Professional Planner and Certified Municipal Engineer in the State of New Jersey. Mr. Kernan is the Owner and President of J. Timothy Kernan, Inc., a firm incorporated in 1994. The company specializes in civil engineering; land surveying; planning, zoning and community development and environmental services for private and public clients.

Operating as Kernan Consulting Engineers, Mr. Kernan is responsible for client development, project administration, project planning and management of the firm. Mr. Kernan directs staff in engineering, planning and design review processes for municipal and private clients. He is a Professional Engineer representative for municipal planning/zoning boards in the Township of Mantua and the Borough of Pitman as well as the Sidewalks Engineer in Gloucester Township. Tim is the Professional Planner representative in the Townships of Monroe and Woolwich and the City of Woodbury. In addition, Mr. Kernan is the appointed Conflict Engineer and/or Conflict Planner for the Washington Township Zoning Board, Borough of Newfield and the Township of Greenwich. He also serves as Master Plan Consultant in Greenwich Township.

Dennis Dougherty holds a B.S. in Architecture from Drexel University and brings over 36 years of experience in land planning and land development. He is Executive Vice President with J. Timothy Kernan, Inc. and responsible for project coordination and the design, permitting, bidding and construction observation/ management of various land development projects for private and public clients. He is also charged with continuing the growth of Kernan Consulting Engineers in the South Jersey and Southeastern Pennsylvania market. Mr. Dougherty has the type of experience that allows the firm's clients to maximize their development budgets. In addition to ceaseless efforts to attract new business, he provides clients with a level of comfort and knowledge proven by having individual relationships that assist the process of taking projects from ideas to reality.

Prior to his current position, Mr. Dougherty was a Principal and co-owner of a civil engineering consulting and land planning firm. Through his many years of dedicated work, Mr. Dougherty has been able to provide private clients with a number of services including feasibility studies, engineering site and subdivision design, bid solicitation and construction management. Overall, his work record includes all facets of project design approvals and coordination. His vast experience ranges from organizing sanitary sewer conveyance system and stormwater management for a residential subdivision containing 525 units to freshwater wetland and floodhazard area delineations for a subdivision spanning 154 acres.

Ms. Pellegrini, a New Jersey licensed Professional Engineer, Professional Planner and Certified Municipal Engineer, has been a member of Kernan Consulting Engineers since 2003. As Director-Special Projects, Ms. Pellegrini's broad based experience with both private and public development perspectives provides a comprehensive, innovative approach to project planning and design with special attention to green growth and sustainable land development principles. Ms. Pellegrini is responsible for special project engineering design and land development management as well as directing staff in planning and design reviews for both public and private clients. Pam is accountable for the review of various land development applications for several municipalities. She is the Professional Engineer Alternate for the Borough of Pitman and City of Woodbury planning and zoning boards in Gloucester County. Pam is also the Professional Planner representative for the municipal zoning board in the Township of Monroe in Gloucester County.


Michelle Young

Ms. Young, a New Jersey licensed Professional Engineer and Certified Municipal Engineer, has been a member of Kernan Consulting Engineers since 2007. As a project manager, Ms. Young is responsible for design and management of both private and public land development projects as well as comprehensive engineering reviews of land development applications for municipalities that the firm represents in Gloucester County.

Ms. Young's experience includes preparation of major site plans for the construction of solar farm and related appurtenances, residential subdivision plans and commercial site plans. These responsibilities consist of concept layout, feasibility studies, subdivision layout, site improvement plans, grading & drainage design, vertical and horizontal road and utility design, stormwater management design, county road widening plans, soil erosion and sediment control plans, earthwork analyses, environmental permitting, utility permitting, and presentation exhibits.
